Webster answers citizens' questions
regarding Economic Stimulus payments


Yanceyville, NC — Former State Senator Hugh Webster, an accountant and candidate for North Carolina's 13th Congressional District, has received several phone calls from citizens seeking information on the Economic Stimulus Act of 2008.

"I want people to understand what they have to do in order to receive a payment," Webster stated. He added that he was concerned about the number of unscrupulous characters looking to take advantage of people seeking the Economic Stimulus payments and wanted to make sure people know there are a number of FREE resources available to assist them.

If you are not required to file a 2007 tax return, you must still file a return to receive an Economic Stimulus payment. You are eligible for a payment if you have a total of $3,000 or more in qualifying income such as earned income, Social Security benefits (including Social Security Disability payments), certain railroad retirement benefits, certain veterans' benefits and non-taxable combat pay.

Citizens who qualify will receive a $300 - $600 payment plus an additional $300 for each qualifying child.

Low- and moderate-income workers, including veterans and individuals drawing Social Security, can get free tax help through the Volunteer Income Tax Assistance (VITA) program. Call 1-800-906-9887 to locate the nearest VITA location.

The Tax Counseling for the Elderly (TCE) Program provides free tax help to people age 60 and older. As part of the IRS-sponsored TCE Program, AARP offers the Tax-Aide counseling program at more than 7,000 locations nationwide during the filing season. Individuals who have filed by the April 15 tax deadline will begin receiving Economic Stimulus payments in May, according to a schedule based on the last two digits of your Social Security number. Individuals who received refunds via direct deposit will receive the Economic Stimulus payment via direct deposit as well. If your Social Security number ends in 00-20, your payment will be transmitted on May 2; 21-75, your payment will be transmitted on May 9; 76-99, your payment will be transmitted on May 16.

If your 2007 tax return did not result in a refund to be received via direct deposit, the IRS will mail your Economic Stimulus payments based on the last two digits of your Social Security number. Checks will be mailed May 16 – July 11 for individuals who filed their 2007 tax return by the April 15 deadline.

According to the IRS, individuals who are not required to file a 2007 return but do so to receive the Economic Stimulus payment must file by October 15, 2008 in order to receive payment before the end of the year.

Due to his work schedule, Senator Webster is unavailable to field questions about the payments, which he refers to as "re-election bribes," but offers to help file free 1040A returns for those who choose to file after the April 15 deadline.

Senator Webster, who has worked as an accountant, specializing in taxes, for forty years, has grown increasingly concerned over the financial hardships felt by many American families and, while he agrees that those families need the extra money provided by the one-time Economic Stimulus payments, he insists that the measure is simply not enough and continues to push for the immediate repeal of the 16th Amendment to the US Constitution which authorizes the current tax code — a tax code, that Senator Webster says is an abomination to the American people. He maintains his stance that American families would fare much better, not by being offered "re-election bribes" but by sending people to Washington who are dedicated to eliminating special interest spending such as earmarks, stopping the multi-billion dollar flow of hard-earned American tax dollars to foreign interests and abolishing the tyrannical tax code in order to protect the property of the American people.
